Trip Consideration is an option developed by Facebook to impact the delivery based on projects viewers could have of a trip. 

You can turn it on for each campaign, when you're creating them.
This is only available for Conversion campaigns!

Head into the Campaign Flow, and in the settings step, scroll down to the Bidding and Advanced options sections:
